The formulation and evaluation of alternative plans is central to the Corps of Engineers' planning process for water and related land resource problem evaluation.  Reasonable plans that address the problems under evaluation must be formulated and evaluated in consideration of each plan's completeness, effectiveness, efficiency, and acceptability.  The formulation of alternative plans is required for both reconnaissance and feasibility studies.  By virtue of the more than 30 reconnaissance and feasibility studies conducted by GEC, the level of our extensive experience in plan formulation is extremely rare outside of the Corps of Engineers itself.
