Vehicular Emissions Analysis for the Inner Harbor Navigation Canal Lock Replacement Project, Orleans Parish, Louisiana

The Inner harbor Navigation Canal (IHNC) provides access from Lake Pontchartrain to the Mississippi River approximately two miles downstream of Canal Street in New Orleans.  Improvements to the IHNC include replacement of the existing lock and replacement of two of the three bridges that cross the canal.  Under contract to the U.S. Army Corps of Engineers, GEC modeled indirect air emissions resulting from traffic detours during bridge construction in order to comply with provisions of Title 33 of the Louisiana Administrative Code.  Modeling included determinations of the net change in mobile source volatile organic compound (VOC) vehicular emissions.
