GEC prepares and updates Spill Prevention Control and Countermeasure (SPCC) Plans for numerous clients in accordance with the requirements contained in 40 CFR Part 112 and LAC 33:IX.9 in order to detail contingency planning, operating procedures, and best management practices to prevent and control the discharge of pollutants resulting from spill events defined as accidental or unauthorized leaks or releases of substances from their intended containers or conveyance structures that have the potential to be discharged, or result in a discharge, to Waters of the State.
In accordance with LAC 33.IX.903.A, SPCC Plan provisions apply to (1) oil of any kind or in any form, including, but not limited to petroleum, fuel oil, sludge, refuse, and oil mixed with wastes other than dredged spoil, and (2) all substances listed in LAC 33:I.3931 that are in liquid form at temperatures ranging from 0-35OC and at pressures at or near 760 mm Hg. Minimum aboveground storage capacity to which the plans apply is 1,320 gallons for two or more individual containers in aggregate within a common storage area, or 660 gallons for an individual container.
GEC prepares initial SPCC Plans for new facilities and clients and prepares SPCC Plan updates and amendments for existing facilities and clients in compliance with state law.
Plan formulation includes the preparation of detailed location maps and site plans; comprehensive surveys for site/property drainage patterns; detailed inventories of substances addressed by the regulations and how they are stored, handled and conveyed; and secondary containment inventories. GEC prepares Certification of Substantial Harm Determination statements in accordance with 40 CFR 112.20; evaluates secondary containment and designs improved containment, where necessary; prepares spill response and reporting procedures; develops facility inspection and recordkeeping processes; and implements personnel training programs.
