Dare County Bombing Range, North Carolina, Red-Cockaded Woodpecker Management Services and Natural Resources GIS Implementation

Client: Seymour Johnson AFB - Greensboro, North Carolina

Completion Date: 1998-2008

Over the past seven years, GEC has been exclusively contracted to provide Natural Resources and Protected Species Management Services for Dare County Bombing Range in coastal North Carolina.  Keeping the range open and free of environmental concerns is vital for training missions from Seymour Johnson AFB, National Guard as well as the Navy who is a tenant on half of the Range.  Primary functions include annual red-cockaded woodpecker (RCW) monitoring and habitat management, ground and helicopter GPS surveys, and updates to the custom Natural Resources Management GeoDatabase.  Additionally the GIS is used for vegetation mapping, forest management, fire prediction modeling and forage habitat analysis for the RCW.  Over this time period, GEC has migrated GIS data from Atlas GIS and MapInfo to ArcView 3.x where data were stored in a custom access database and updated through custom input screens.  In 2003, GEC created a customized geodatabase for use in ArcGIS compatible with the Air Force's Geo-Base standards.

Services for the Air Force at Dare Range have included:

Annual RCW juvenile banding, adult banding, evening and morning monitoring, fledge checks and USFWS reporting
RCW habitat management
Endangered Species Management Plan
GIS database design, creation and updates
GIS-based Forage Habitat Analyses for environmental compliance of various projects
GPS ground surveys and aerial mapping surveys
Data conversion and customized Geodatabase design
Assistance with wildfire modeling using GIS
Forest stand map updates in support of Integrated Natural Resource Management Plan
Ecosystem modeling for Air Force's OASES program
Vegetation type map updates and creation of roads and hydrology GIS layers
Fireline layout based on fire models, known RCW locations, habitat types, roads and existing firebreaks
Mechanical fireline creation
Aerial photography acquisition, both color IR and natural color
Historic aerial photography acquisition, scanning and rectification
